A shielded cable has a protective aluminium foil to which the tinned shield/drain wire is internally fully connected...now when an interference is induced on the cable ,the primary PVC insulation should block it...if still some high frequency signal gets through it, then it is blocked by the aluminum foil and is grounded by the shield at the cabinet side...if we connect at both the ends , then a ground loop is formed again, which serves as no purpose for removing crosstalk or interference. Also it is wrong to say that every time a shield is always terminated at cabinet end. For many low range signals such as thermocouple etc. they are not terminated at cabinet side...now why is that, I would leave it to you so that you can find it on your own and in the process gain knowledge by reading different international standards and articles. Signal wiring enters from TB side in MAR CABINET ..from the opp side internal wiring is done upto BARRIER attached to a backplane ...from there it reaches SYSTEM CAB via ELCO CABLE ...

you can install TB in marshalling cabinet but u can also connect directly to the barrier.
