You are Correct to say Sanjeev Kumar. The depth of the feelings he portrays on his face is matched by none. After all an Actor's face is the window of expression which none other than Mr Sanjeev Kumar is best at. He listens, He portrays, He Transmits those feelings to us who are far away and experience the same in our hearts and minds, the Joy the sorrow and the pain. No doubt he is the best of Hindi cinema.
If you want to consider Devanand ji is a strong contender and even Rajesh Khanna saheb too can give flight to the title. You are Right.
