I think he was the King of Persia - Cyrus the Great who issued the decree of the Jews after Nebudnescarr the king of Babylon to return back and build the temple the second time. It’s also described in the Bible with the prophecy of Daniel interpreting the dream of the King. He’s also important to the Jews mentioned in the Torah - and it was the jews of Medina who asked about him. He combined two empires the Achaemenid and the Persian Empire under his belt. He also extended his lands far to the west, he also didn’t worship idols - not mentioned in his book about him - he praised the lord who he called Marduk - I believe that he is the closest to fit this description.

something tells me its about some ancient egyprian ruler, maybe . allah know best . look middle easterners use to call their kings that ruled oveer lands " king of the 4 corners ", but ancient egyptians use to call rullers that ruled upper and lower egypr " lord of the 2 lands" so basicly " lord of the 2 qarns ( lands/countries ) . but it would not make sense for allah to call someone " lord " so it makes sense allah reffers to that person as " he " instead of" lord" . so it becomes " he of rhe 2 qarns or he of the 2 lands ". allah know best put we dont know any others that were : ..... of the 2 lands (qarns) . only in ancient egypt was some ruler called " of the 2 lands ". and btw setting of the sun and rising of the sun. sounds like upper egypt and lower egypt. allah knows best .
