I'm not 100% but I don't think that the line about a knife stopping a hand from pressing a button to shoot a nuke was in the book. And the book wasn't satirical. (In the book it's very clear that there was a world war and veterans from all nations unified earth into a single nation. In this world the only way to obtain the right to vote or serve in politics is to serve in the military for 5 years first. (In the film they refer to this as citizenship) Things are different in the book, but the bugs are still launching WMDs at Earth. Capturing a brain bug to "learn" about them is a pretty flimsy excuse for sending so many to die when bombarding the planet from orbit would likely have been easy. I think Verhoeven is just making the point clear. Mobile infantry really shouldn't be used in this conflict, but the government is set on this invasion scheme. They're clearly fascists (Neil puts on an SS uniform at the end of the film) and they need to dominate their perceived adversary. In the film there's also hints that the humans started the conflict when Mormon missionaries infringed on the bug's territory.
