Sidious can be argued to have 5th dimensional ap. If you can't argue goku to that level Sidious would be more powerful. On the other hand, goku can move in the destroyed timeline. When zeno erased the timeline he also destroyed the time ring. If you argue that goku has inaccessible speed because of that, goku would be infinetly faster. It would most likely be a stalemate.
