You can loot a poi an infinite amount of times as long as you don't leave the area. Loot the poi, then start the quest. Loot whatever you want, but don't complete it whether it's killing all of them or looting the satchel. Go back to a safe area outside and log out into the main menu. Once you log back in the quest icon will be back for resetting it again.
One that helps is opening metal containers at end of quest. Leave the loot inside then use wrench, ratchet, impact driver to destroy the loot container for steel. A blue bag will drop with what was in the container.
On "double" looting, you can actually repeat that forever as long as you can "reset the server". For single player or hosting a co-op, loot, start quest, log out and back, repeat, if you have a server just add "reboot server" after log out. This is good if say you got a crappy roll with lootable bookshelves at a crack-a-book, or you just want to run the MoPo Shack until you finish wiring and traps.

Carl's corn has super corn seeds and recipes in the supercorn green house in a similar, easy to miss, soldier locker
