Video guy here... you will get bumps and jitters with most set ups like this regardless of the age of these solid wheels. Go with softer rubber or inflated wheels and you will see a huge improvement. Also, consider building a box or something more rigid that will sit on the the dolly and set your tripod on that in its shortest configuration. That will help sturdy it up and reduce sway in the tripod when panning. Adding a piece of rubber between the bottom of the box and dolly will also help. A lot of video editing software like premier pro also has built in stabilization effects that you add to clean it up even further but the wheels and box will get you most of the way there.
