If the manufacturer would simply make 3 holes in the locking washer to match the threads of the traction sheave, you could remove the traction sheave with 3 screws and a nut. For assembly, the traction sheave is tightened with the locking washer and 3 new screws with screw locking in 3 steps with torque / This is how Ziehl Abegg solved it. Greetings from Germany
