Not only was it illegal but was widely considered so ridiculous that the mere suggestion was nothing but a very funny joke. Even gay people accepted that because they had no option. They knew there was no possibility of that ever happening. Therefore there was nothing to be harmed. The harm you speak of was already enshrined in law, culture, religion and society as a whole. Gay people knew the score even if they did not like it. Today things are very different. It has actually recently become legal and more accepted. That was down to religion and politics and the brainwashing of the mass populace which those things do.
