Civilian coaches are used to transport military personal between bases. Given that this is near a RN base it's probably equipment that will be transported overseas to another base and the crew that will be doing it along with specialists who know the equipment heading to the base.
The Civilian Coaches will be part of the convoy and will have either Military/Civilian support or MDP officers onboard. They tend to be tail end Charlie’s along with the Recovery Wagon and Spare Artic Unit.
Leuchars became an army base and called Leuchars Station in 2015 when the Army moved troops back from Germany. The QRA that was stationed there was moved to Lossiemouth. I am guessing due to cuts in funding. There is still a runway there and it is routinely used by the P8's and Typhoons to practice aborted landings.
One has to question the point of it when we let in hundreds of unvetted men of fighting age daily - and feed and house them. We're either a nation with national interests or we're not...

Looks like command and control units and poss radar for UAV's, this isn't a Nuke convoy as there's no Defence Fire Service vehicle.
If it was nuclear the convoy would have been going to Coalport not Rosyth
