It does take more speed, skill and effort to land a good kick to the head. Then the hands move faster generally and you also have all sorts of cuts/damage to the hands from teeth and so forth besides the head/face injuries. Round house kicks to the head are quite common and aimed with the shin ideally but there are not as many knockouts as one would expect from many head kicks. Kicks to the head are also used in muay thai, kickboxing, other karate styles, mma etc. so nothing unusual really other than that in kyokushinkai the hands are unprotected or traditionally so at least. Apparently the Japanese government also placed a ban on bare knuckle head strikes in tournaments. I am not sure how accurate this is however. There are many strikes aimed to the head and taught in the kyokushin syllabus where the focus is defense and non tournament.

Punching to the face is considered an easy technique to end the fight. This is a test of skill, technique and stamina and quick punches to the face that of course would be more effective on the street or elsewhere outside of the ring are not a true test of Kyokushin skill.
