Basically it is the second part of the rule that you much move what you touched. If you let piece go, the move is completed. The reason is that same - so that you do not make fake moves looking at opponent reaction. It is not soccer, where fake moves is how you win :)
I think the rule should be that you can change which square you moved a piece to, but not change which piece you moved, so long as you didn’t hit the clock yet. I’m not saying Anish was wrong. But if “hand off” ends my move, then why is my clock still ticking? It’s fine either way, but I feel if my clock is still ticking I should be able to adjust the piece I moved to a different (legal) square. “Hand off ends the move” makes sense if you’re playing without clocks, but with clocks I would allow adjustment until you hit the clock.
You would run into deep trouble quickly with this rule. Believe me, my somewhat cynical observations is, that most rules are the way they are to prevent some kind of over the top fighting behaviour. Hence if you would allow them to mess around with the pieces, they _would_ mess around with the pieces as an new way to fight each other. Imagine that would happen then. Interestingly your rule is in effect in backgammon, so it all depends on the nature of the game.

so by the theory Anish did all moves for the draw, so he basically was playing for draw, but Alireza has different mentality, draw is not enough for him thats why he had to take some risky moves, because Anish would take draw even before game starts . and this is very normal is chess world when one is playing for draw and by some luck wins...
