    Your information is not correct.
    In Portugal, the civilian air space is delegated to ANAC and the military air space is delegate to AAN.
    And the ANN is responsable for all air security maters.
    So, nothing as changes in portugal since the first o january except that the fully inforcemente of the 2019/947 regulations, but all the countries have the same "problem"
    The AAN autorization necessity came already from 2012, even befor laws in most coutries, and thats because Portugal as a 1958 law (yup, its old) that all aircrafts with a camera on board must have permition from ANN to take off and take pictures.
    And as drones are aircraft, they also need the AAN authorization.
    Ist something that drone pilots in Portugal dont agree but till the law chage is like this.
    So, since 2012, all pilots must aplly for a AAN authorization AND since january 2021 all pilots must aplly by the european regulamentation (with some changes that coul be made because since 2021 to 2024 the countries could have boht laws - national and european) and since january 2024 all the pilots must ONLY respect the European law that its equal to all EASA counties.
    The only diference in Portugal (and its since 2012) is that you could not takeoff if you dont have the ANN authorization to carry a camera and take pictures/filming. And as almost all drones have a camera, we cant fly if we dont have that permition.
    If your drone dont have a camera, you dont even need to ask permition to AAN.
