Since you mentioned it briefly, and since I was in high school experimenting with a lot of makeup when Buffy was in its 5th season... I can confirm that we actually did have highlighters back then. We didn't really call them that but, I know I had iridescent blushes and light gold blushes that were basically highlighters. We just didn't have the really bright white highlighters they have available now. Though professional makeup artists did have matte white powder that they'd use as a kind of matte highlighter, sometimes. Also, you could create a natural highlighting look by using a little bit of Vaseline on the tops of your cheekbones and stuff like that (most average people, other than me, probably didn't do that much but, that's been a makeup artist trick for a very long time).
