I agree with the sheikh that matters need to be private but it gets to a point where the matter needs to be public, look a Saudi Arabia today, the ullama are quite "advising the kingdom in private" while the kingdom is shaking hands with all the enemies of Islam and Muslims, they buy football clubs while Muslims are dying of hunger around the world. The Messenger of Allah (salallahu 'alaihi wasallam) said: "If one of you sees something from the ruler that he hates, let him not publicise it." This is a clear hadeeth forbidding openly protesting and publicly speaking against the ruler. Then he gave the Muslims a method of correcting the ruler: "Rather you should take the ruler by his hand into seclusion and advise him privately. If he accepts the advice, then that is good. If he refuses, then you have fulfilled your duty." (Hadeeth reported by Imam Ahmad in al Musnad 3/403 no. 15369, As-Sunnah of Ibn Abi 'Āsim 3/102 no. 910, graded sahih by Al-Albānī and others). There's no Hadith that approves of criticising the rulers in public. And there's no evidence to show that the 'rulers' only mean Khalifa. A general evidence cannot be made specific unless there's enough evidence. There is a Hadith which clearly states 'Hearts of Devil' and 'Not following my guidance' about rulers, but still commands the Muslims to not rebel [This Hadith was deemed as weak by ad Daarqutni. However, other great Muhadditheen clarified it's authenticity]. And there's other evidences to show that the rulers that the prophet (sallallahu alaihi wasallam) is speaking about aren't rightful Caliphs, rather they are oppresive rulers.

This is a clear hadeeth forbidding openly protesting and publicly speaking against the ruler. Then he gave the Muslims a method of correcting the ruler: "Rather you should take the ruler by his hand into seclusion and advise him privately. If he accepts the advice, then that is good. If he refuses, then you have fulfilled your duty."

There's no Hadith that approves of criticising the rulers in public.
And there's no evidence to show that the 'rulers' only mean Khalifa. A general evidence cannot be made specific unless there's enough evidence. There is a Hadith which clearly states 'Hearts of Devil' and 'Not following my guidance' about rulers, but still commands the Muslims to not rebel [This Hadith was deemed as weak by ad Daarqutni. However, other great Muhadditheen clarified it's authenticity].
And there's other evidences to show that the rulers that the prophet (sallallahu alaihi wasallam) is speaking about aren't rightful Caliphs, rather they are oppresive rulers.

To Him belongs whatever is in the heavens and whatever is on the earth. And Allah is sufficient as a Trustee of Affairs. [Surah An-Nisa; 4:171]
Those who say, “Allah is the Messiah, son of Mary,” have certainly fallen into disbelief. The Messiah himself said, “O Children of Israel! Worship Allah-my Lord and your Lord.” Whoever associates others with Allah in worship will surely be forbidden Paradise by Allah. Their home will be the Fire. And the wrongdoers will have no helpers.
