Dubrava became just a meme, all sorts of things happened there 25, 30 years ago, today you can only get into trouble if you look for it. As a long time cityzen of Dubrava, I can confirm that there is no reason to fear walking at night.
Yeah, not really, i mean my first apartment in 92 was in student city in dubrava, walked drunk home in the middle of the night many times, never ever felt threatened. Lived there at leat 6-7 times more in the span of 15 years or so, nope, not more dangerous than new zagreb or many other hoods. I got really domesticated only there, met all of the locals, junkies, dealers, as a customee mostly, or a friend drinking beer or smoking with them. If you are a part of some criminal structure yourself, then you nay have some enemies, if you're just a local or passer by, then again, you'll sooner get beaten in dugave or kustosija or salata even, where kids those hood fantasies and wet dreams about their adress on a postcard. But it's rubbish to talk about being dangerous anywhere in croatia, split, zadar, rijeka, pula, all the same story.

It's fascinating to see how experiences can vary so greatly from person to person. I actually lived in Dubrava for 3 months when I first moved to Zagreb.I felt quite safe there. Later, I moved to Trešnjevka, and, if I'm being honest, I felt safer in Dubrava than I did in Trešnjevka. It just goes to show that the "most dangerous" labels can often be misleading and not reflective of everyone's experiences. Safety can be very subjective and dependent on a variety of factors, including personal experiences and interactions within these neighborhoods. Btw I make videos about Croatia.

Dubrava. That has been tough neighbourhood (and that was during the war of the 90s mind you because of the fresly moved refugees from Vukovar, and some Croatian Kosovar (from the Catholic village of Janjevo), as well as their Macedonian Muslim Albanian countrymen. But that danger can't compare to real slums. This country had is share of massacres and shootings, now you have on German TV Not to advertise it here, but you know the one) in Croatia TV documentary Dosje Jarak. So check it out. That were our scary situations.

Dubrava is a place in Zagreb with most East European foreigners. Police knows everyone dodgy there. And those guy know if anything happened to anyone outside they would be in ton of shit. Meaning it's prolly the safest place here. Ofc if you come to Dubrava looking for trouble on purpose, you'll definitely find ppl willing to give you what you are searching for.

For some more danger, you might go to Kozari Bok or Kozari Putevi, but even there, you wouldn't be threatened as you are a strangers and it might be that some locals would like to have a drink with you and tell how even police doesn't come to there's hood....and you know what? Police in did don't go in there's hood but I don't think you will be robbed or anything like that. Who knows, there you could find best friends for that evening or even in life or you could be beaten...or both. As long as you show due respect to your hosts, you have no problems. As you said for Kotor - you are of no interest if you are not involved in "bussiness" or you don't make some drunk troubles.

Quite a lot of Blacks yea, but they are all white.
Croatia is 99% white, there are some Roma/gypsies in Dubrava but their population is less then 1% in whole Croatia.
