it's because it's in a film called love actually, and this is played in a scene where two people are in portugal and are in love with eachother and he's asking her to marry him. it's really cute :)

The name of the portuguese character that everyone seems to forget is Aurélia Duarte Muniz and the name of the portuguese actress that brought it to life is Lúcia Moniz.
