you unlock it by unlocking the song itself. Some Eternal charts do cost fragments jsyk.

This difficulty is in a few songs like ‘Sayonara Hatsukoi’, ‘Suomi’ etc.
However, for this song, you can unlock it from the Arcaea 7th Anniversary but since it is unavailable, you have to pay memories for it.
