GTA V is the worst GTA it's just the online's longevity that props it up for people. Also the game's story is ambitious and the world is the most detailed, so that'd sway people too. Vice City, IV and San Andreas at least are way clear of V

And this disk is useless, because it is tied to GFWL. And in the Steam version there is no multiplayer, the radio is greatly reduced, and in general the atmosphere of each game (IV, TLaD, TBoGT) is lost... I remember with tears how I played GTA IV and EFLC TBoGT online as a child. As I communicated through Windows LIVE Messenger, these soulful notification sounds of Games for Windows LIVE... The last time I played multiplayer in 2017, only the connection was already through the Xbox app on Windows 10 This atmosphere is lost forever...
