The national sun/moon dex book goes with charmander as stage 1, charmeleon as stage 2 and so on, but the SW/SH dex lists charmeleon as a stage 1 evolution(since its actually the 1st evolution of the family). The tcg does this too, or at least it used too. Look at the original pokemon breeder card, it states a stage 2 evolution(so any starters last form).
