Surprised this was pinned so I'm adding more info It was named "Marsch fur die Bohmische Landwehr", meaning March for the Bohemian Militia. It was recruited from the Bohemia region of modern day Czech, and in 1818 (possibly a little earlier in 17?) that is when it was published under a list of marches for the Prussian army by Schlesinger in Berlin, and according to *some* sources this was done without Beethoven's knowledge, though Beethoven originally believed Napoleon was a hero and wanted to dedicate a symphony to him, he heard the news of him crowning himself Emperor and got a little bit angry at it, so to be fair I'm not sure how much he would care had the march been used in the army or published.
