3:48 when copper starts heating water inside it gets boiled and starts evaporating ,it gives a force of air inside the water in both sides so it starts rotating. If both the copper pipe in bottom of the plate is in same direction ,it starts moving in one direction.

Because candel burn the copper tube the ends of the wire is dipped in the water.the water inside the tube evoperates and between vapour in the tube and between the bome create pressur thats why the candel moves round my age is 13
