In the beginning of gta 4, Roman mentioned that you could not cross the bridge without visa, meaning that US citizens or legal visitors (such as tourists) were able to cross the bridge. The only reason why Niko could not cross it is because he was residing illegally in the US.
Johnny and Luis are allowed to cross because they were citizens. There was a bomb threat so the LCPD and NOoSE were on the bridges checking everyone before they passed. Niko is an illegal immigrate so he wouldn’t of been able to pass due to no ID
Fun Fact: most of both the DLC's revolve around Niko's start in certain acts. I believe the events of The Lost and Damned starts around when Niko kills the Albanian thugs threatening Roman at the start of the base game, or when Niko starts doing work for Vlad.

The song that the name of the gang probably references (angel of death from slayer is about a nazi doctor (mengele) who did human experiments in auschwitz), the skull has two lightning bolts which is probably a reference to the the SS symbol and things are put together in a very similar way to the german empire skull (Totenkopf), the barbed wire and etc. Also johnny is jewish as is mentioned in the cut scenes so thats probably a big reason jim sent him this.
