Lead Core is your friend at this lake. 3-6 colors down. Ditch all the gear that creates drag when you switch. Wiggle Hoochies, Needlefish, Flies with Action Disk and Rapala’s naked, no flash needed. For surface, lots of line out and be 1-5’ down either buy a very small amount of weight or by the lure diving to those depths. Troll the speed that the lure calls for. You have to put your time in and a good day is 2 fish per hour, but you can catch 5 in an hour at times also.
Also switch up lures every once in a while, but don't be discouraged fish will either be there up in the water column eating or at the bottom not eating.
trust me after hours and hours of kayak trolling on this lake 1/4 oz weight down 2-4 feet to your lure works the best. I have tried every dodger and fender and trolling naked works 9 time out of 10 (LESS IS MORE)!!!!!
I fish lake Sammamish quite a bit. I haven't had a lot of success with dodgers or attractant spinners. I think the fish have just seen so many of them they shy away from them. Have had pretty good success with down-rigger trolling: wiggle hoochies, Bass fly's and small jerk baits. some times spoons work well also. I've had limited success with the spinners and rooster tails.
