Could the black dots under and on top of my Meyer lemon tree leaves be Aphibs or eggs? I use neem oil with no success, they seem to return.

I have a large Chinese hackberry tree that had a massive aphid infestation last year- so bad the tree was dripping with sap from the aphids. Is there a solution I can pour at the base of the tree to fortify it from these pests? It’s too large to climb and spray
My tree is 17 feet tall. I just cant reached those high branches right now. No ladder. (Black aphid things) Any suggestions?
Also, I taped the bottom of the tree and applied a dab of Vaseline to the tape...which keeps the ants OFF the tree now....but those aphids are still.on the branches. My lemon tree is starting to flower for the first time ever. I grew it from a seed 4 years ago. I am from Ohio, living in Bostwana, where it is DRY/HOT

my citrus plant has some white stuff on its leaves and in a day or two the leaves start to curl and finally drop off. i cant find what it is!
Spray it with SEVIN and copper fungicide mixed together. That will take care of the issue if it’s pest or disease. If it’s simply winter shock, the tree will recover closer to spring. Make sure you don’t overwater it during the winter months. Allow it to dry out between waterings.
Hey- I have a question. Sometimes insecticides/fungicides come in a powder form that you mix with water, and then spray. The powder never really disolves and keeps breaking my spray bottle nozzles. I went through two bottles in 2 minutes and only got like 3 sprays out of each before they clogged and died. Any advice?
I would skip out on the powdered products and get the liquid insecticides/fungicides.
Is it fine to use at any stage, as in fruiting or blooming?
For the sake of pollinators it’s best to spray when the plants are not in bloom. Also it helps to spray either early in the morning or later in the evening when the sun is not in full force.
