Hello,
The citizens who are not coming from the EU are not allowed to work in Belgium if they don't have a work visa. A work visa won't be delivered unless an occupation authorization has been granted beforehand to an employer that has asked one for you. Your employer is therefore the one that has to accomplish these formalities.
