Hmmm hard to say, so far from what we seen the people that come to this world have two conditions, 1=they died in their world. and 2=are currently in the great tree. since team RWBY and the rest of team JNPR have not meet those conditions, I don't think they will, unless there ends up being a third condition not yet reveled. only second episode though, to time will tell I guess.
And the Ice Cream Queen appears after her time in the Ever After, reunited with her one true friend. I am loving this series so much
