God has made promises to believers; that is everyone who has accepted the finished work of Christ at the cross for their deliverance from sin and death. One example I can share about declaration is Philippians 4:19 (ESV) - "And my God will supply every need of yours according to His riches in glory in Christ Jesus." That's God's promise; so if you have a need; you make a declaration by repeating the promise back to God and say, Father you said you will supply all my needs according to your riches in glory in Christ Jesus. I come to you with ______need (you fill in the blank). Father by faith, I am taking you by your WORD and am going to believe that you will meet/supply this need that I have. And truly believe in your heart that He has heard you and don't doubt; and He is going to supply whatever it is, so long as it aligns with His WILL. If you doubt, don't expect to get anything from God, as James 1:6-8 (ESV) says, "But let him ask in faith, with no doubting, for the one who doubts is like a wave of the sea that is driven and tossed by the wind. Is speaking in tongues necessary cause not everyone receives that?

Speaking in tongues is something everyone who receives the holy spirit acquires. When you say not everyone receives that, you are referring to the gift of tongues which is different. That is a gift from the holy spirit not the manifestation of the spirit itself (I think). When your spirit prays and you give voice to it you will speak in tongues but that's not the gift. That's something the bible says/encourages everyone as in every believer to do in private as it edifies oneself (I think)

Speaking in tongues can be an aspect of prayer but its not like if you don't then God doesn't hear you. Prayer is simply talking to God. Sometimes you might be making a petition known to him or other times just asking him questions and discussing with him. You need to know what you are saying. That's why Paul says that he prays with words he knows along the the spirit. (1 Cor 14:15)

Pray out loud about what you need help with and fully submerge your mind in giving all of it up. Your tongue will go into random movements almost so that your words aren’t making sense but you know your heart and your mind are focused on it. Then and only then will you see why the Pentecost do it so much. It takes time and practice. But get emotional when you pray, your are entering the presence of the Almighty.

I would encourage you to read 1 Corinthians 14. But he referred to Romans 8:26 ESV /
Likewise the Spirit helps us in our weakness. For we do not know what to pray for as we ought, but the Spirit himself intercedes for us with groanings too deep for words.
He said "Let the Spirit help you pray" referring to the Perfect Holy Spirit. Sometimes we can't express the words in English or whatever known language we speak so the Holy Spirit prayer can Sometimes help us to recall the words we need to pray in English in order for us to Declare according to the will and promises that we didn't think of before we prayed Spirit lead.
