The congestion charge of $100 only applies to new customers or new activations. Changing your service address would not trigger that. And at present time, Starlink has no waitlist on service areas.
I have the older residential plan with the portability option. I live full-time in my RV. Should I stick with that plan, or change to the newer residential plan? Im currently paying $145/month.
We have only seen these reports from users using Starlink in locations service is currently not available due to regulatory approval. These areas Starlink has been using the 2 month rule to restrict service. We have not seen this enforced in locations that have active service, but it is in the TOS and this could change at any time for a roam plan.
Can you turn the residential plan on and off?
You can cancel it and reactivate as needed.

Thanks for clarification. I have heard that 50GB is around s 60 hours of streaming or watching UA-cam. Can you confirm or deny this? Thanks!
Totally depends on what resolution you are viewing at. 60 hrs for 50GB would be pretty low res. Our guide: www.rvmobileinternet.com/tv

You'll want to contact Starlink customer support.. changing your address should be easy.
