Yes, CNG is very bad at starting, the cng buses in my home village often take forever to start, both in summer and winter, and often they won`t start at all, and needs to be towed by a heavy wrecker, a friend saw 2 broken down cng buses being towed on the same day, some weeks ago. They often break down on the road, leaving passengers stranded.
It´s not a diesel, it`s compressed natural gas, and they are a pain to start, summer and winter, the cng buses here in Sweden break down alot and often struggle to start, and sometimes they turn them off for a few minutes, and they refuse to restart again, the bus drivers are so sick of them.

Were you using glow plugs?
It runs on Compressed Natural Gas. No Glowplugs as it has Spark Plugs.
Just replace the glow plugs
