Since you've created a custom php.ini file, how come you did not reference it in the PHP-FPM Pool Configuration and the Mautic Nginx virtual host configuration? I don't see a specific directive for this. These instructions seem similar to those from Linuxbabe.

I followed everything you said, its working but once I reboot, it giving me default Apache page. After searching in stackover flow I find this solution:
You already have a process bound to the HTTP port 80 (Specially after upgrading systems! it will start apache2 by default)
    So try this first :
    sudo service apache2 stop
    sudo systemctl restart nginx
it works: but the problem is i need to do again every time i reboot. What could be the reason, how to stop. I already removed default file when installing and could not able to find other reason. Can you see what I have missed it.
    Update:
so there is another command in that stackoverflow site, after that its ok
    sudo systemctl stop apache2
    sudo systemctl start nginx
    sudo systemctl disable apache2
My question is, is that correct solution.
