:-)))))) routing table has all three subnets attached so finance is like 2 others, no difference... U need one Nat gateway with elastic IP having this Nat gateway in one public subnet e.g IT so need one separate route table attached to private subnet with "route" to NAT gateway IP to connect to internet via NATGW for outbound connectivity of private subnet i.e finance... don't forget to take out finance subnet from first route table, can u make such flow as u promised in beginning, so that finance can download updates from internet n no one can from inside It or HR can reach finance as now they can reach.... What u have shown, right???

Show how to create private subnet for finance
It is simple, do not try and make AWS reflect you on-prem infrastructure. Two different things.
