Ruby was originally going to be added, but was decided to be left out, so it most likely will not be in later versions. Emerald tools will never be added. Emeralds were implemented as a currency, and we can be sure that Emerald tools and armor will never see the light of day.

The harvester arrow is not worth it first, you need silk touch so it doesn't turn into normal diamond you need the diamond ore.
