They're in the center, which is where the motor is
Being in the center there’s no force there.

This ride may look like it isn't moving to your eyes on a video because it is an enclosed ride, so there is no visual references anywhere like you would see on any other ride that isn't enclosed. Without any visual references, your brain is being trick into thinking it isn't moving at all.
