I think the reason you sometimes get stands without skins is because its just a normal arrow that gives you a random skin on whatever stand you get, stands without skins are what you sometimes get (white album)

Hence add the percentage of cream beach boy and white album. Minus it with 100 and that's the percentage that u will get a skin from lucky arrow or even normal arrow if u hit the lucky roll

Just know i have 2 Lucky arrow and i get gray key and cream i use normal arrows and hope for good or New skin and i get another gray key (not New key skin)
i ended up getting vemon which i then traded for spiderman for sp ova and a tw stand who i then ended up trading that tw stand for vemon then spiderman
