What is the difference between the various versions of this? I've seen what looks like the same model labelled as PPSK 40 A1, PPSK 40 A2 and PPSK 40 B2.

Yup, it is garbage. It cuts out all the time, even though - it is on the cooker circuit. The cutter is made for EU homes, and they usually have 3 phase as standard. Not int he UK.
My DNO installed 3 phase in my home recently as part of a de-loopig, but cant use it as none of the UK energy suppliers have 3 phase domestic meters. Although I have heard that OVO are trialling 3 phase domestic meters later in the year.

It doesn't really matter. It is very poor. Yes it has a blue 16 amp plug, but it blows the 13 amp fuse on your household supply if you use it above 3/4 power.
It could not cut through 5mm steel in one go and several passes were required and blew 2 13 amp fuses on the extension cable.
I tried using my own compressor and switched to Ext, but it would not start an arc... I thought maybe the internal compressor was causing a big surge, but it wouldn't arc.
    Quite disappointed with it really.

I had this problem with the fuse blowing, solved it by using an extension lead with a large diameter cable, plugged into the cooker outlet socket. This has a much larger fuse in the fusebox.

Your circuit is not rated for it. Thing needs a lot of current. Either that, or there's a fault somewhere in the machine causing the breaker to pop.

UK has 16 amp blue plug and not 13 amp

Fitted to the machine? Should come unterminated or with 13a plug. it's rated at 40a max, at about 50v output that's 2000w. Lets say efficiency of the transformer makes it pull 2400w at the plug, about 10A from the plug. So 13A should be fine.
