The rights to complain, of a woman who invites violence and crime against / towards her, either by appearance or behaviour, should be forfeited. Legal face to this point, will surely, though slowly, reduce the situations favourable to crime. Social atmosphere will get decent.
Secondly, movies and serials should have strict dress codes to prevent exposures. The fashion designing industry is starting and encouraging such indecent dressing trends.
