Baltimore police release footage from Inner Harbor chaos

Baltimore, Maryland (WBFF) - Baltimore police released a compilation of surveillance footage and body-cam video from Saturday night at the Inner Harbor.
Police descended on the harbor and made several arrests after hundreds of teens came out to downtown and many were allegedly disorderly, threatening or causing property damage.
Six people were ultimately arrested on Memorial Day weekend.
Many are questioning safety at the Harbor after the incident, while others say the teens were not doing anything illegal and are being unfairly targeted.

How is that normal behavior? How is anyone being targeted? It looks like gangs fighting each other. It would be stupid to visit the area even in broad daylight.
