SBTE bihar k syllabus me WSM hai, or wsm method me Partial safety factor use nahi hota hai.
Kisi ache publication ki book me aisa mistake nahi hoga. Ritu publication ya foundation publications k book me ho sakta hai ye

From where we get tau=108 N/mm2
In working stress method, permissible stress in weld is taken Roughly between 0.4 fy for avg shear stress & 0.45 fy for max shear stress. Therefore for 0.4 fy = 100 for fe 250 & 0.45 fy = 112.5. Rough avg = 108 N/mm2
