I don't think its correct as one HR from kathmandu asked me to look for IT Engineers and they were willing to pay 65-70K per month and that too 7 years ago. So either you missed the companies who pays more or its incorrect.

If you are a fresher then you should focus on learning latest skills,.if possible then get certified on a Framework like PHP or .Net, Oracle. Initially do not look for salary, if you get opportunity for internship then go for it and once you get experience you will start earning good salary.
