Well true! insanity also known as chicken!insanity didnt really killed his brother and he is not evil after frisk slash normal sans he ran away in jungle and hide there later he gained power and become fearless he killed every human who fell in the underground but one day he found someone different human and it was rose. So in short true! Insanity is not fully evil and he doesn't carry papyrus head because he didnt killed any underground monster and the axe he own is made by himself.
