Sorry for the late response! Im not a technician or anything but there should be a unit on the outside of your building that is connected to your AC, It's possible that it's stuck in there. As for if it's dangerous or not. I'm not quite sure. It could cause damage to your unit I think.

No need to wash with water. Just let it sit there for a while and then you can turn on the air conditioner.
