Takoradi is indeed beautiful. It deserves more exposure than it gets from us Ghanaians. There are other cities like Sunyani, Koforidua and Cape Coast that are equally nice.
Do they have any laws pertaining to painting of houses? If so why aren't they enforced? The houses are too dirty. At least houses must be painted every five or 10 years. The landlords collect huge rents but they don't take care of the houses.
A city is developed with private capital. Government cannot do all and everything for us. Roads, electricity, water and other social services like hospitals and schools are the responsibility of government, the rest should be left to the inhabitants to fill in the necessary gaps to beautify the city.

There are a lot of open gutters, dusty sidewalks, phucked up buildings, and no proper transportation systems. Accra, particularly, is behind in terms of infrastructure development as compared to Abidjan, Dakar, Abuja, and Lagos. I suppose Cotonou is doing pretty much better than Accra in terms of cleanliness
