Guntai unlocked the new unit it seems to be fine but does not target sandbag units behins walls so that strat for bases still work

Jav blast range is tiny. Nerfing rocketeer doesn't matter at all for Jav. You will still be using rocketeer to deal with unit.
The damage for HQ is too low !! Not fair at all
HQ (Outpost in GUM) is known that has +75% explosive resistance.

Actually there are 3 new mastery skills for the Javelineer,
3rd mastery is OP, Javelineer can destroy Mortars without Focus Fire from far away.
