Listen to me - I just relocated steam from D to C on my PC and it works, your welcome.
Edit: just after that you need to relocate instalation path at steam>settings>storage and add+ and use as default, done

Thank you it worked. By the second one Steam was working. I'm assuming it was the first method that worked since steam was already in the allowed apps in my firewall. I was so angry when it wasn't working. I bought all these games just for the application to launch to say "nah". You're the best amongst us.

Thanx brother you helped but after i did all that i had to go again and untick everythng in compatibility setting because it was now saying that i must untick to work properly. I unticked but its workung properly now

I... had the idea of doing something else, which actually helped me in some way.
None of this helped me, so what I did was move the folder (with all the steam files and stuff) from Desktop to Downloads.
Of course, you have to End Task Steam first, else it will tell you that some of the files within are opened somewhere else and thus can not proceed.
Then, I ran the Steam shortcut on my desktop as an Administrator (just to be sure), and it FINALLY worked.
I hope it will be of some help to you folks.
