I mean yes and no. Fog can happen suddenly. It could also be a case of the pilot being like “oh it’s some minor fog no big deal” until otherwise. You see the same thing happen with driving and the uptick in for accidents/lack of real weather prep time when reporting fog

Ok, that is how investigations work. One idea comes based on the evidence immediately available, and if any new evidence is discovered which contradicts that original idea, then investigators move onto the next theory. Rinse and repeat until everythint adds up and makes sense.
The only thing different here from a normal investigation is that the entire world is watching it, and the various medias of different countries are breathing down the investigators backs to try and get their next headline about the topic
