It’s all about available gem slots, recruiter pieces work for rusher and troop production but If you fill all those slots with rusher gems then there is no room for recruiter gems. So instead have mythical items to place all your recruiter gems in and although a lower rarity it allows you to have more low star gem slots in total for recruiter and rusher which allow for a higher recruiter and rusher since gems only match base value for first two stars and lose value after that

You can do it if you have the Commander advisor. Otherwise your city has to be lvl 30 to use regroup and will cost 2-3sapphires
