There are at least 20 Medical facilities for Seafarers and Ofw's in Cebu City which is accredited by MARINA as of January 2024. I compile 13 of them for your reference.
If you are planning to get a PEME or any type of medical certificate. Be vegelance in choosing a medical clinic. Be sure it is licensed and Accredited by MARINA authority.
I make a ranking of them and make a list from Lowest to Highest star ratings based on their Google costumer reviews.

Number 13. Physicians Diagnostic services center incorporated.
Located at 104 Ferdinand Ramos Corner Junquera street, Cebu city.
They are open 7am- 5pm Monday to Saturday,And rated 2 star according to customer reviews.
12th. Alpha Diagnostic Center.
Located at Corner General Ferdinand Ramos street,E Chavez extension, Cebu city.
They are open 7am-4:30pm Monday to Saturday. And they are rated 2.4 star in survey.
11th. G-Lab Diagnostic and medical laboratory incorporated.
They are located at G-Lab building,168 Sancianco street,Cebu city. They are open 7am-5pm Monday to Saturday and rated 2.8 star according to survey.
10th. My health Clinic.
located at Level 3, Robinson Cybergate Mall,Fuente Osmenia,Cebu city, They are open 7am-8pm Monday to Saturday, and they are rated 2.8 star according to survey.
9th. Saint Peter and Paul Medical clinic incorporated.
located at 34 C, colon street, Cebu city. They are open 8am-5pm Monday to Friday,And rated 2.8 star on reviews

Located at Annex 1, Century Plaza commercial complex, Juana Osmenia street, Cebu city. They are open 8am-6pm Monday to Friday. and rated 3.0 Star based on Thier services.
