New Brighton MN does Attack then Alert has the city done the test in Alert and Attack before it switched to this testing pattern

The entire Ramsey County tests like that, I believe before ramsey County did the system upgrade they did alert and attack but after the upgrade they started doing this, if im not mistaken.
