The reason why there are no seat belts on trains is because of momentum. Since the train is so large and moving at speeds that would allow it to plow through anything it comes in contact. You will not be jolted like you would be in a car. Seat belts in cars prevents injuries during an impact. The train during impact will continue to move forward but not at the same speeds like a moving car.

We went in the month of August. End of Jan, you may expect snow there. Unfortunately, we haven't experienced Niagara Falls in snow, so we won't be able to share first hand.
